Dudes… (most especially mewfymewf). This pup is most definitely female. What you’re seeing is her little doggie vulva and it looks like that at all times. Males’ bump is not between their legs; it’s farther up the belly (and can… change in appearance based on… happiness).

And no, Chihuahuas don’t “always shake”. Some do, usually poorly bred and or/raised ones. If they are well adjusted, not in a scary situation and aren’t cold, they shouldn’t shake.
