I Googled this- It’s a publicity stunt! A zoo in Berlin had the man walk the dog around, with a promotional team passing out discount coupons to the zoo. The flyers said “Come to the zoo before the zoo comes to you”!

I agree, the costume looks like a puff a lump toy, weighs almost nothing, but it does look like the sides may have some foam rubber in them for stability, and the back feet most likely do have wheels.
