I think the dog is an Australian Working Kelpie. A herding dog. Im not sure though.
That’s not hugging, that’s wrassling! It looks to me like that cat wants to “play rabbit” with that tiny little dog — which is to say, to grip it in her front paws and pummel it with her hind feet, much as she might a rabbit.
