I think this is a Pembroke Welsch Corgi. However, I note that his tail is intact, whearas most Pembrokes have their tails docked right away.

it’s a Cardigan Welsh corgi – the corgis with tail. Please note that Pembrokes are born without a tail (not even a nubbin!), it is NEVER docked.
